Job Description
- Responsible for procurement, contract administration and cost management at pre-contract (as when necessary) and post contract stage as per company policies and SOPs for the project in charged under Business Unit
Business
- Assist Manager/ Assistant Manager, Procurement Operations central to ensure contractual compliance of projects are in accordance to SOPs and Policies
- Assist Manager/ Assistant Manager, Procurement Operations to administer cost management at the post contract stage
Financial
- Administers final account documentation is compiled within twelve (12) months from Certified of Practical Competition (CPC) for tabling to the relevant approving committee
- Assist to provide/prepare costing for BPC budget plan as and when necessary
Operational
- Review, support and create savings on Preliminary cost estimate against budget cost during pre-contract stage
- Review, support and check tender documents including BQ review and TRF to meet target calling date
- Ensure timely award of contractors for Township Community Services (TCS) works upon receipt of the Requisition Form for approval
- Work cohesively with Development Team by attending Client Consultant Meeting (CCM) and site meeting as and when required to ensure projects are implemented based on Contractual and SOP requirements
- Prepares and/or check and verify Payment Advise (CPA) to Contractors and Consultants for 1st Payment and at Stage of CPC/CMGD/Final as per Contract Management Standard Checklist and close monitoring with Finance Department to ensure payments are made in accordance to contract provision and within stipulated time as per SOP
- Responsible to update Project/APVO/VO/EOT and Final Account Trackers on regular basis for management Reporting
- Assist Manager/ Assistant Manager to ensure APVO/VO, EOT and Final Account submission by Consultants and Township are in accordance to Contract Management Standard Checklist
- Close monitoring of AVPO/VO, EOT and Final Account trackers to ensure required approval are timely obtained
- Coordinate the preparation of contract documents and rates rationalization
- Coordinate with Consultants on Elemental Cost Analysis and Monthly Financial Statement
- Ensures that all key responsibilities are executed according to the approves policies and procedures
Customer
- Prepares costing/budget for yearly Budget Plan/BPC
- Ensures that all key responsibilities are executed according to the approved policies and procedures
- Complies with all policies and procedures as required by the quality, environment, safety and health management system
Project in-charge
Responsible and accountable for all contract operational and administrative procedures involving Township Development
Degree in Quantity Surveying or any technical degree related to property development
Member of Board of QS Malaysia and/or Royal Institution of Surveyors Malaysia
